TEL3 is a prepaid service. You can sign up with your credit card or with your PayPal account to make a payment for the desired sign up amount. Then based on your usage, your account balance will be debited per minute. They accept American Express, Discover, Visa, MasterCard, along with ATM debit cards that have a Visa or MasterCard logo. If you don't have a credit card, you can still sign up to TEL3 via PayPal. Please keep in mind that you will not be able to use their auto-recharge option when using PayPal. You need to simply log in to your account and recharge your account manually using your PayPal account. Currently, TEL3 does not accept checks or money orders as a method of payment. They offer an auto-recharge option where your account can be set to be recharged automatically when your balance reaches $3, so there is no interruption during the call.
